The County launched a Skid Row Action Plan in June 2022, a community planning initiative to improve the health and safety of the Skid Row community, including reducing unsheltered homelessness and reducing overdose deaths. The state provided a $59 million ERF grant to do encampment resolution in the community and LA Care and Health Net provided $30 million in state HHIP funding to support this work. As a result of very strong community collaboration and increased resources, the 2024 Point in Time County found a 22% reduction in unsheltered homelessness in Skid Row: Thousands are housed as L.A. The Skid Row Care Campus is the next iteration of this critical work in Skid Row. The Skid Row Care Campus is a welcoming space on Skid Row for services, connection, and community. The campus includes a Safe Services space (a park-like setting with low-barrier services including hygiene facilities, community ambassadors, co-located services, case management, and wellness activities), a Health Hub (with health care, community respite beds, a clinician Opioid Treatment Program and a harm reduction drop-in center), and Enriched Residential Care housing (a licensed adult residential care facility). The Skid Row Care Campus, which began providing services in May 2025, reflects what Skid Row residents have highlighted as the greatest needs in their community. The campus is a partnership between LA County Departments of Health Services, Mental Health, and Public Health. The community organizations operating the campus include Homeless Health Care Los Angeles, Wesley Health Centers, and Social Model Recovery Systems.
