Business improvement districts in Los Angeles have a long history of lobbying the City government and of evading municipal lobbying laws to further the interests of the propertied classes. Their opposition to Skid Row Neighborhood Council formation was another in a long line of coordinated attacks on the interests of low income and homeless Angelenos by BIDs in recent years. It turns out to be surprisingly possible to track their activities using the California Public Records Act.
